LIC. VICTOR HUGO TOUSSAINT VIDAL. CANDIADATE FOR FEDERAL DEPUTY OF SECOND DISTRICT.

Twelve projects to manage the federal congress during the period 2010 to 2012.

Principles:

Understanding sustainable development as the basis for the development of the citizens in: San Miguel de Allende, Comonfort, San Jose Iturbide, Doctor Mora and Tierra Blanca municipalities, the candidates by the Second Federal Election District, Lic. Victor Hugo Toussaint Vidal offers to the citizens of this territory 12 specific projects to develop in the LXI Federal Legislature.

Minimum Reference framework:

These projects have been discussed with Green Ecologist Party of Mexico militants and the followers. It is based on the following minimum Reference framework:

1 .- We assume that for the sustainable development in the region of the second electoral district, must understand the environmental sub - High River Laja, dynamics.

2 .- We assume that for the, sustainable development in the Second Election District must search:

2.1 An equitable interaction between social and economic factors.
2.2. A sustainable relationship between the factors economic and ecological.

2.3 A reasonably bearable (capacity appropriate load) between social and ecological factors.

3 .- We assume that for the term of the LXI Federal Legislature (2010 - 2012), from the local Second Election District, we must consider, all time, the dynamic between all the aspects: 1 .- Social, 2.- Political, 3 .- Economic, 4. Cultural, 5. Ecological of the region., consistent with the political – philosophical tenets of the Ecologist Green Party of Mexico and the citizens opinion.

Proposal: TWELVE PROJECTS.

I. – To get facilitate and speed up all kinds of migration procedures to the National Institute of Migration.

II .- Make genuine security for the foreign community in our town, as regards the acquisition and possession of property both real and furniture. Like a true legal certainty As for the investments made by foreigners in our Borough, ensuring that these are based on agenuine sustainable development.

III. Comprehensively address the environmental challenges of municipality and the region in terms of population dynamics, exploitation and abuse of natural resources (water, soil, energy, biodiversity and food), and pollution of the biosphere in all its forms.

IV .- In the framework of a comprehensive and sustainable development plan, more and better investments in our town, in items such as: roads, sufficient, safety and quality public transport; cultural, recreation and sports for youth of our town.

V. Make the planning of the municipality and the region: approach (transversal, systemic interdisciplinary), clear indicators (light type) with the assistance of public and private institutions involved in the sustainable development of the municipality and the region. Establish mechanisms, indicators and tools required for plans, programs and projects can be monitored by the citizens of the Municipality and the region through the use of effective and efficient tools in achieving sustainable development.

VI. Establish synergistic networks between authorities, entrepreneurs, decentralized agencies, organizations civil society, universities, etc., for research and action for sustainable development Establish citizen advisory councils in environmental and ecological items.

VII. Establish protected areas with their respective management plans (according to the vocation of their micro - watershed) and biological – Cultural, corridors to link these along the lines of rivers and streams.

VIII. Increase municipal territorial reserve for sustainable urban development, promoting agricultural and Livestock sustainable development areas, the development and environmental preservation through green areas and green buffer around the population centers. Study with research institutes to establish new centers of population in a sustainable way.

IX. Promote and monitor, with the assistance of the citizenry, compliance of the legal framework of the federal, state and municipal levels; in the exercise of public administration and private business in the Municipality and the region.

X. Managed through the formal and informal education, greater skill and awareness in the people Municipality and the region around the necessary lines of action and research in environmental and to achieve ecologically sustainable development.

XI. Monitor and respond to competition and competition law implementation for sustainable development at international, federal, state and municipal levels.

XII. Supplement ongoing federal legislative agenda with the participation of the second electoral district of Guanajuato.
